Bavaria arrests conspirators aiming to place Prince Rupprecht on the traditional throne of the Mad Kings of Bavaria and then have the kingdom of Bavaria secede from Germany to form a nucleus to which more German territory would attach itself bit by bit. There’s an Italian custom/ceremony where Cabinet ministers hand their budgets to the finance minister.
